Offshore Recruiters for Your In-House Team
Kore BPO places offshore recruiters and sourcing specialists from India and the Philippines on your own hiring team in 5-10 business days. We screen for ATS proficiency, Boolean search depth, and pipeline discipline before a single resume reaches you.
What Is an Offshore Recruiter?
Recruiting is not a single job. A sourcing specialist who builds a passive pipeline on LinkedIn and hands off qualified names is a different hire than a full-cycle recruiter who owns the entire candidate journey through offer acceptance. Both get called “recruiter” on a resume. The gap between them in ATS depth, judgment, and autonomy is real, and it is the single most common reason offshore recruiter hires disappoint in the first 90 days.
Recruiter, Not Recruiting Service
This is a different hire than working with an offshore recruiting service. When you engage Kore BPO’s recruiting service, our team recruits for you, we own the search, and you receive finished candidates. When you staff an offshore recruiter through this page, that person joins your payroll (direct or contract), sits inside your own ATS, and answers to your hiring managers, not to us. One rents you an outcome. The other builds your internal capacity.
It is also distinct from an HR generalist or HR business partner. Those roles cover onboarding, benefits administration, policy, and employee relations across a whole employee lifecycle. An offshore recruiter’s job is narrower and more measurable: fill requisitions, on time, with candidates hiring managers actually approve. If you need someone to also run payroll questions and performance review cycles, you are looking at a different role entirely.
Companies typically add this hire once open requisitions exceed what a single US-based recruiter or a founder doing double duty can carry, usually somewhere past 3-5 concurrent roles. Below that volume, a fractional or contract recruiter is often the more sensible first step.
Role Boundaries, Answered Early
What’s the difference between staffing an offshore recruiter and using Kore BPO’s recruiting service?
Ownership and reporting line. A staffed offshore recruiter is your employee or contractor, working inside your ATS, taking direction from your hiring managers, and building institutional knowledge about your company over time. Our offshore recruiting service is the opposite model, we run the search on your behalf and hand you finished candidates, without adding headcount to your team. If you want a permanent in-house recruiting function, you’re on the right page. If you want a single search handled without adding staff, that service page is the better fit.
Can one offshore recruiter really own full-cycle hiring without US oversight?
Yes, once the role is scoped correctly and onboarding gives them the context to make good calls. A full-cycle offshore recruiter with 3+ years of experience and real ATS depth can run intake meetings, source, screen, and get to offer with minimal daily oversight. The gap almost always shows up in the first four to six weeks, when the recruiter hasn’t yet learned what “qualified” looks like for your specific hiring managers, not in raw recruiting skill.
Do offshore recruiters work our business hours?
Either, depending on how you structure the role. Sourcing-heavy work is largely async and works fine on India or Philippines standard hours with a morning handoff to your US team. Full-cycle roles that require live candidate calls and hiring manager syncs usually need a shift that overlaps US business hours, which is a real lifestyle tradeoff for the candidate and should be stated explicitly in the brief, not assumed.
Why Recruiting Capacity Is Hard to Staff Domestically
Recruiters sit inside the broader human resources specialists occupation the Bureau of Labor Statistics tracks, which carried a median wage of $75,940 as of May 2025, with the top 10 percent earning above $128,720. That figure covers HR generalist work as well as recruiting, and full-cycle technical recruiters at the senior end of that range routinely land closer to the top of the band. Employment in the occupation is projected to grow 6 percent from 2025 to 2035, faster than the average for all occupations, which means the domestic supply problem is not going away on its own.
Quick answer: US-based full-cycle recruiter pay runs roughly $65,000-$95,000 at mid-level, per BLS data (May 2025), before benefits, taxes, and recruiting tool licenses. Offshore full-cycle recruiter pay in India runs roughly $14,000-$22,000 a year at the same experience level, a cost differential near 4-to-1. See the full compensation table below for every tier.
The Time-to-Fill Problem
The tooling side of recruiting keeps raising the bar for what “good” looks like. LinkedIn’s own talent solutions data put average time-to-fill at 44 days across industries in 2025, up from 42 days in 2023, while strong passive candidates typically stay reachable for only about 10 days before another company gets to them first. That gap between how long a good candidate stays available and how long the average req takes to fill is exactly what a dedicated, ATS-fluent recruiter is built to close.
India and the Philippines both carry deep recruiting benches, for different reasons. India’s strength is full-cycle and technical recruiting, built on a large IT staffing and RPO industry that trains recruiters who already understand what a strong software engineer or finance analyst candidate looks like. The Philippines’ strength is high-volume sourcing and coordinator work, backed by a mature BPO recruiting infrastructure built for outreach at scale. Domestic US supply, not offshore supply, is the constrained side of this market.
Five Signals You Need an Offshore Recruiter
High-Volume Technical Hiring Outpaces Your Current Team
A single US recruiter or a founder splitting time cannot keep up with 5-10 open technical requisitions and still give each one real sourcing attention.
Scaling a US Team Without Building a Full US TA Function
You need real recruiting capacity now, but hiring a full US-based talent acquisition team ahead of revenue doesn’t make sense yet.
Backfilling a Recruiter Who Just Left
Open requisitions do not pause while you run a domestic recruiter search. An offshore hire can be pipelining candidates again inside two weeks.
Building In-House Pipeline Instead of Depending on Agencies
Agency fees on every technical hire add up fast. An in-house offshore recruiter builds a proprietary talent pipeline you own instead of renting one repeatedly.
Passive Candidates Are Going Cold Before Anyone Reaches Them
If strong candidates stay reachable for roughly 10 days and your team can’t source and message that fast, a dedicated sourcing specialist closes the gap.
Engineering Leaders Are Doing Their Own Sourcing
If your most expensive technical staff are spending hours a week on LinkedIn instead of building product, that is real engineering budget going toward a role that costs a fraction as much to staff separately.
Skills and Tools for Recruiter Hiring
A real offshore recruiter hire needs working knowledge across ATS platforms, sourcing tools, and candidate communication. Here is what to check for before you trust a resume line. Our recruiter job description templates break these out by recruiter type, full-cycle, sourcing, or coordinator.
ATS and HRIS Platforms
- Greenhouse and Lever (full-cycle workflow depth)
- Workday Recruiting, iCIMS, and Taleo
- SAP SuccessFactors (enterprise candidates)
- Bullhorn and JobDiva (staffing-firm backgrounds)
- Custom pipeline reporting and requisition hygiene
Sourcing and Outreach
- LinkedIn Recruiter, near-universal baseline skill
- Boolean search construction: OR, AND, NOT logic and geo modifiers
- Outreach sequencing and passive-candidate messaging
- Niche job boards and community sourcing for hard-to-fill roles
- CRM-based pipeline nurturing for future requisitions
Candidate Management and Communication
- Interview coordination across US time zones
- Written English for outreach, updates, and rejections
- Reference and background check coordination
- Offer facilitation support (full-cycle recruiters)
- Weekly pipeline and time-to-fill reporting
Here is a pattern we see constantly. A candidate lists “Boolean search expert” on a resume, then cannot build an OR/AND/NOT query with a geographic modifier when asked to do it live. We test this during screening instead of trusting a resume keyword, which is exactly where weak candidates get caught.
Our Screening Process for Recruiter Hires
Three tests, always run live, never taken on resume claims alone. See our full 40-plus offshore recruiter interview question bank if you want to run any of this yourself first.
Live Boolean Search Test
Give the candidate a role description and five minutes to build a LinkedIn Recruiter query from scratch. Strong candidates layer OR logic for title variations, AND logic for must-haves, NOT logic to exclude staffing-firm profiles, and geographic modifiers, without prompting. Weak candidates search by title and location only.
Live ATS Task
Create a test account in Greenhouse, Lever, or Workday and give the candidate 15 minutes to stage a candidate, move them through two workflow stages, and pull a basic pipeline report. Real ATS experience is obvious within minutes. Adjacent-but-untested experience is too.
Written Communication Sample
Ask the candidate to write a cold outreach message to a passive candidate and a rejection email to someone who failed a phone screen. Tone, personalization, and clarity in these two samples predict real candidate experience quality better than any interview answer.
We pair these three tests with a structured three-round interview: an async video screen, a 60-minute live technical round covering the tests above, and a hiring-manager alignment call on requisition load and communication cadence. Years of experience and employer names on a resume do not reliably predict recruiter quality. Live tests do.

Engagement Models for Recruiter Placements
Direct Hire
The recruiter joins as a full-time offshore employee on your payroll, owning your requisition load long-term. Lowest monthly cost, highest commitment on both sides.
Contract-to-Hire
Start with a 90-day contract to validate real sourcing and screening quality against your actual requisitions, then convert to direct hire at no additional fee. The most common starting point for a first in-house recruiter.
Fixed-Term Contract
3 to 12-month terms for a hiring surge, a new funding round, or a backfill while you run a permanent search. No long-term payroll commitment, clean off-ramp when the surge ends.
Contract-to-hire is the more common entry point for this role than for most other offshore hires, mostly because recruiting quality is easier to validate against real requisitions in 90 days than it is on paper. Direct hire still makes sense when requisition volume is already proven and ongoing.
Offshore Recruiter Rates: What to Budget in 2026
Figures below are pulled from the same source set used in our 2026 offshore recruiter salary guide, so the whole cluster stays consistent. Actual candidate compensation varies by city, specialization, and platform depth.
| Role / Experience Level | India (Direct Hire / Year) | Philippines (Direct Hire / Year) | US Equivalent (All-In) |
|---|---|---|---|
| RPO Coordinator (0-2 years) | $8,000-$12,000 | $9,000-$13,500 | $48,000-$62,000 |
| Sourcing Specialist (1-3 years) | $10,000-$16,000 | $11,500-$18,000 | $50,000-$70,000 |
| Full-Cycle Recruiter (2-4 years) | $14,000-$22,000 | $16,000-$25,000 | $65,000-$95,000 |
| Senior Full-Cycle Recruiter (4-7 years) | $22,000-$36,000 | $25,000-$40,000 | $85,000-$130,000 |
| Technical Recruiter (3-6 years) | $18,000-$32,000 | $20,000-$35,000 | $90,000-$140,000 |
| Recruiting Team Lead (5-9 years) | $30,000-$48,000 | $34,000-$52,000 | $100,000-$160,000 |
US equivalent figures reflect market recruiting salary bands consistent with the BLS human resources specialists occupation data (May 2025), plus employer payroll taxes, benefits, and recruiting tool licensing, which typically add 25-35% to base salary in total employment cost. India and Philippines figures are the same market-rate benchmarks cited in our offshore recruiter salary guide, not confirmed Kore BPO placement data for every tier. For a team of two offshore full-cycle recruiters replacing two US equivalents, the typical annual direct salary savings run $100,000-$150,000, or $130,000-$200,000 including benefits and taxes.
Who This Is and Isn’t Built For
Not every company is ready for this hire yet. Here is an honest read, one line at a time.
Good fit. Companies carrying 3-5 or more concurrent open requisitions where a single US recruiter, or a founder splitting time, can no longer give each role real sourcing attention.
Good fit. Teams already running a real ATS, Greenhouse, Lever, or Workday, rather than tracking candidates in a spreadsheet or shared inbox.
Good fit. Companies that want to build a proprietary in-house talent pipeline instead of paying agency fees on every technical hire.
Good fit. Businesses that just lost a recruiter and need requisitions moving again within two weeks, not two months.
Not a good fit. Companies with one or two open roles a year, that volume rarely justifies a dedicated recruiter, offshore or otherwise, over a contingency agency search.
Not a good fit. Organizations that actually want us to run the search on their behalf rather than adding a recruiter to their own team. That is our offshore recruiting service, a different page and a different engagement entirely.
Not a good fit. Teams unwilling to grant ATS and candidate-communication access to an offshore hire, even scoped and logged, for a role that fundamentally requires it.
We are a staffing company, and we benefit when you hire through us. If your requisition volume is genuinely too low to justify a dedicated recruiter yet, we will tell you that and point you toward our recruiting service instead. A mismatched hire costs us a replacement search and costs you months of slow pipelines, so getting the order right serves both of us.
What Clients Say About Hiring With Kore BPO
“We had six open engineering requisitions and no bandwidth to source properly. Our offshore recruiter from Kore BPO was running Boolean searches and filling our Greenhouse pipeline within her first week.”
“Our recruiter left with four open reqs and no notice. Kore BPO had a full-cycle replacement sourcing candidates in our Lever instance in under two weeks, we didn’t lose a single search to a competitor.”
“We were spending real money on agency fees for every technical hire. Building an in-house offshore recruiting function paid for itself inside four months and we now own the pipeline instead of renting it.”

What Teams Ask Before Hiring Offshore Recruiters
How is an offshore recruiter different from an HR generalist or HR business partner?
Scope. An offshore recruiter’s job is narrow and measurable: source, screen, and get requisitions to offer. An HR generalist or business partner covers a much wider lane, onboarding, benefits, policy, and employee relations across the whole employee lifecycle. If your problem is specifically “requisitions aren’t filling fast enough,” a recruiter is the correct hire. If you need broader HR operations support, that’s a different role and a different screening bar entirely.
Which ATS platforms do offshore recruiter candidates typically already know?
Greenhouse, Lever, Workday Recruiting, iCIMS, and Taleo come up most often among India-based candidates with RPO or IT staffing backgrounds. SAP SuccessFactors is common among candidates from enterprise companies. Bullhorn and JobDiva show up frequently among candidates with staffing-agency experience. We verify platform depth with a live ATS task during screening rather than trusting a resume line.
Is India or the Philippines the stronger market for recruiter hiring?
India for full-cycle and technical recruiting, given the depth of candidates with IT staffing, RPO, and enterprise HR backgrounds who already understand what a strong engineering or finance candidate looks like. The Philippines is the stronger option for high-volume sourcing and coordinator roles, backed by a mature BPO recruiting infrastructure built for outreach at scale. Many companies staff both markets across different recruiter types.
What happens if a placed offshore recruiter doesn’t work out?
We replace them. Early exits in this role are usually a scope mismatch, a sourcing specialist placed into a full-cycle role, or the reverse, that slipped past screening, and we treat that as ours to fix. We re-screen and re-present candidates within 30 days at no additional placement fee, and we ask what specifically went wrong so the next candidate is matched against the real problem.
Can an offshore recruiter handle offer negotiation on our behalf?
Full-cycle recruiters can facilitate offer conversations, present compensation, and handle counter-offer discussions with the right guardrails, a defined budget range and escalation path back to the hiring manager for anything outside it. Sourcing specialists and RPO coordinators are not scoped for this and should not be asked to own offer negotiation, that’s a full-cycle recruiter’s job specifically.
