Offshore Hiring Doesn’t Have to Feel Like a Gamble
Most offshore hiring guides sell you on the savings and skip the part where you’re stuck managing payroll compliance in a country you’ve never worked in. Kore BPO handles sourcing, vetting, employment, and payroll across Hyderabad, India and San Jose, Costa Rica, so the only decision left for you is who to interview.
Offshore hiring is the process of recruiting, vetting, and employing workers in another country, typically to cut labor costs and access talent pools that are hard to fill domestically. Kore BPO runs offshore hiring out of Hyderabad, India for technical, data, and back-office roles, delivers vetted resumes in 2–5 business days, and handles local payroll and compliance so the client never has to open a foreign legal entity. There’s no upfront fee, and the client only pays once a hire actually starts.

The Question Behind the Question
Nobody actually googles “offshore hiring” because they want a definition. They’re three months into a search that’s gone nowhere, or they just watched a candidate accept a counteroffer for the second time this quarter, and someone on the leadership team said the word “offshore” like it might be the answer. It might be. It also might not.
Here’s the part most offshore hiring guides skip. The hard problem was never finding people willing to work for less. It’s whether those people can actually do the job, and whether you’ll still be untangling a payroll mess in India six months from now because nobody set it up correctly. That second part is what Kore BPO gets paid to remove from your plate.
If you already know you want offshore developers specifically, our offshore software development page goes deeper on stack and team structure. If you’re closer to nearshore, meaning same-hour overlap matters more to you than the lowest possible rate, the nearshore hiring page covers that side. This page is the one before either of those decisions.
How Offshore Hiring Works, Start to Start Date
Five steps. Same five whether you’re hiring one data analyst or building out a ten-person back office.
Define the Role
20 to 30 minutes on what the role actually needs to solve, not just a job title copied from a competitor’s posting.
Source & Screen
Skills testing, an English fluency check, and a background screen happen before anyone reaches your inbox.
Resumes Land
2 to 5 business days. Usually 3 to 5 vetted profiles, not a stack of 40 you have to sort through yourself.
You Interview
You run your own interview on candidates we already vetted. Nobody’s asking you to skip a step of your process.
Start Date
2 to 4 weeks out. Local payroll, benefits, and compliance are handled on our end before day one.
*SHRM’s 2024 Talent Acquisition Benchmarking report puts average time-to-fill for a US technical role at 44 days. NASSCOM’s 2026 Strategic Review estimates Hyderabad’s technology workforce at 700,000 to 800,000 professionals.
Offshore Hiring Isn’t One Thing, It’s Three
People say “offshore hiring” like it’s a single arrangement. It isn’t. Staff augmentation embeds one person directly into your team, on your tools, reporting to your manager. That’s where most clients start, and it’s the closest thing to hiring a normal employee, just employed through Kore BPO’s India entity instead of your own.
A dedicated team is the next step up, three to eight people working as a functional unit, useful once a single hire turns into an ongoing department need. BPO delivery is the third option, where an entire process, not a headcount, gets handed off and Kore BPO manages the output rather than you managing the individuals.
One thing we see a lot. A client asks for “an offshore team” when what they actually need is one senior hire and a clearer process document. The team request usually shows up after the process problem, not instead of it.
Which model fits depends on how many roles you’re filling, how much oversight you want day to day, and whether this is a six-month problem or a permanent headcount decision.
The Talent Pool Behind the Cost Savings
The savings number gets all the attention. The reason it’s real is less talked about. Hyderabad alone carries an estimated 700,000 to 800,000 tech professionals according to NASSCOM’s 2026 Strategic Review, and that’s before counting Bangalore’s broader IT workforce. Cost of living, not skill level, is what sets the rate.
Coverage runs past software. Data engineers, financial analysts, customer support specialists, marketing coordinators, and executive virtual assistants all come out of the same sourcing pipeline. Not “various roles.” Specifically those, screened against the specific skill set the job actually requires, not a generic resume filter.
India sits 10.5 to 13.5 hours ahead of US time zones. Handed off correctly, that gap means work moves forward while your team sleeps instead of stalling on a reply. Handed off badly, it means three days of confused Slack messages. The difference is whether documentation habits got screened for during vetting.
Who Legally Employs the Person You’re Hiring
Ask this before you ask about rates. Some offshore providers send a resume and leave employment structure entirely to you, which means opening a foreign entity or running payroll through a contractor arrangement that may not hold up to scrutiny.
The U.S. Department of Labor’s Wage and Hour Division recovered more than $1 billion in back wages between January 2021 and September 2024, a large share tied to worker misclassification. That’s a domestic enforcement number, but the underlying risk, a full-time worker on indefinite hours treated as a contractor, applies just as easily overseas if the employment structure isn’t set up correctly.
Kore BPO holds the local employment relationship in India and Costa Rica directly. Payroll, statutory benefits, and tax compliance sit on our side. NDAs and IP assignment agreements are standard on every placement, and the hire works inside your systems, not a shared environment we control.
Offshore Hiring vs. the Other Ways to Fill a Role
The hourly rate is never the whole cost. Here’s what each path runs once sourcing time and legal exposure get factored in.
| Method | Time to Start | Who Handles Employment | Cost Model |
|---|---|---|---|
| Offshore Hiring (Kore BPO) | 2–4 weeks | Kore BPO, local entity in India/Costa Rica | $0 upfront, pay only after hire starts |
| Domestic Hire, Direct Search | ~44 days average* | You | Full US salary plus benefits |
| Independent Contractor Overseas | Days to weeks | You, misclassification risk | Hourly, no compliance layer |
| Global PEO / EOR Platform | 1–3 weeks | Third-party EOR | Monthly per-employee fee, you still source and vet |

Good Fit, Bad Fit
The second list costs us leads. Still worth naming. A wrong-fit engagement wastes everyone’s time.
Good Fit for This
- ✓You’re between $2M and $200M in revenue and cost per hire is a real board-level concern, not a talking point
- ✓You have at least one role, ideally two or more, that doesn’t require daily in-person presence
- ✓You can define a role clearly enough to hand off async, even if the documentation isn’t perfect yet
- ✓You’d rather have someone else handle foreign payroll and compliance than build that in-house
- ✓You’re open to a 2 to 4 week timeline instead of needing someone starting next week
Probably Not Right
- ✕The role legally requires US citizenship, a security clearance, or on-site presence at a regulated facility
- ✕You’re filling a single role with no urgency and six months of runway to do it the slow way
- ✕You need someone starting within a week, 2 to 4 weeks is fast for this model, not instant
- ✕Same-hour, real-time overlap matters more to you than cost, which usually points toward nearshore instead

Offshore Hiring Questions We Hear Most
Pulled from real intake calls, not a generic list.
What’s the difference between offshore hiring and outsourcing?
Offshore hiring places a person under your direct management. Outsourcing hands a deliverable to a vendor’s team running its own process. With offshore hiring, the person works your tools and your sprint board. With outsourcing, you get a result and less visibility into how it got made.
How much does offshore hiring actually cost?
Short answer, it depends heavily on the role. Technical and specialized roles run higher than admin or support roles, but most clients see 40 to 70% savings against a comparable US salary once benefits and overhead are factored in. Ask us for a role-specific range, general percentages only tell part of the story.
Who legally employs an offshore hire, Kore BPO or the client?
Kore BPO does, through our entities in India and Costa Rica. That’s what removes the need for you to open a foreign legal entity or navigate local labor law yourself. The hire still reports directly to your team day to day.
How do you actually vet candidates before we see them?
Skills testing specific to the role, an English fluency and communication check, and a background screen, all before a resume reaches you. Most candidates who enter our pipeline don’t make it past this stage. The ones who do are the ones you interview.
How long does offshore hiring take from start to finish?
2 to 4 weeks from first call to confirmed start date. Resumes land in 2 to 5 business days of that window. Niche technical roles tend to run toward the longer end, general admin and support roles toward the shorter end.
What roles work best for offshore hiring?
Software development, data engineering and analysis, customer support, accounting and bookkeeping, marketing coordination, and executive virtual assistant roles cover most of what we place. Roles requiring daily in-person presence or US-specific licensure generally aren’t a fit.
Is offshore hiring the same thing as nearshore hiring?
No. Offshore usually means a bigger time zone gap and a lower rate, India in Kore BPO’s case. Nearshore means closer time zone overlap, Costa Rica in our case, generally at a slightly higher rate. See our nearshore hiring page for that comparison in more depth.
