Isn’t Brazilian labor law notoriously complicated?

Yes, genuinely, more so than most of the region. Brazil’s CLT labor code requires a mandatory 13th salary, an FGTS severance fund, and employer costs that typically run 30 to 36 percent above gross salary. Should I hire in São Paulo, Florianópolis, or Recife?

Depends on the role. São Paulo for the largest overall bench and the widest range of specialties.
