"Just Hire Nearshore" Isn't Actually One Decision

Most companies get this far and stop.

Someone on the leadership team says "let's go nearshore," a Google search turns up a dozen agencies, and the assumption underneath all of it is that Latin America is one talent pool with one price tag. It isn't. Costa Rica, Colombia, and Mexico have different labor costs, different specialty depths, and different time zones relative to a Dallas or Chicago office. Picking the wrong country for the wrong role is how a "cost-saving" hire turns into a six-month headache.

One thing we see a lot. A company sources a senior data engineer from whichever country their first vendor happened to specialize in, not the country with the deepest bench for that specific skill set. Six months later they're paying nearshore rates for a candidate pool that was never built for the role in the first place.

That's the gap. Not a lack of talent. A lack of a framework for choosing where in Latin America to look first.

Kore BPO is a US-owned staffing firm headquartered in Dallas, Texas, with a dedicated recruiting office in San Jose, Costa Rica and an established placement network extending into Colombia and Mexico. We've placed 6,236 hires across 257 client companies. We built this page because "Latin America staffing" gets treated as one search term when it should be three separate conversations. For the country-specific breakdown on Costa Rica, see our Nearshore BPO Services page. For engagement models and how we vet every candidate across the region, see Nearshore Staffing Agency.

Costa Rica vs. Colombia vs. Mexico

Three countries. Three different reasons to pick one over the other. Here's the version that actually helps you decide.

Category Costa Rica Colombia Mexico
Time zone vs. US Central Time, no overlap gap Eastern Time, 0–1 hour offset Pacific to Central, varies by state
Cost vs. US hire 40–60% savings 45–60% savings 35–55% savings
Deepest talent bench IT, software, customer service Software engineering, IT (165,000+ developers) Manufacturing-adjacent ops, IT, bilingual support
English proficiency (business use) Strong, especially in tech roles Strong in Bogota and Medellin tech hubs Varies by region and role
Best for Real-time collaboration, ongoing roles Software engineering at scale Roles needing broader coverage hours

Colombia's software engineering talent pool has grown fast enough that Staffing Industry Analysts tracks it as one of the region's fastest-expanding nearshore markets. That growth is a big part of why software teams increasingly source there first.

Roles We Staff Across Latin America

The roles that work best regionally are the ones where a 9 AM standup actually matters, not tasks sitting in an offshore queue for a day.

In Business

This Isn't a Trend. It's a Reallocation.

Companies didn't wake up one day and decide Latin America was trendy. They ran the offshore experiment, hit the time zone wall, and moved their next hire two time zones closer instead of ten.

Deloitte's 2024 Global Outsourcing Survey found 52% of companies plan to raise nearshore investment over the next two years. Not offshore. Nearshore, specifically. That's a meaningful signal about where budget is actually moving, not just where it's being discussed in board meetings.

Grand View Research's 2024 BPO market report puts the global nearshore market at $57.3B in 2024, growing to $93.5B by 2030. Latin America is the region absorbing most of that growth for US buyers specifically, largely because the time zone math works and it keeps working past month six, unlike some offshore arrangements.

Couple of reasons this sticks. Retention runs meaningfully lower across Latin American markets than in some traditional offshore destinations, and lower turnover means less retraining, less ramp-up loss, and fewer restarts on projects that were already halfway done.

Who Latin America Staffing Works For, and Who It Doesn't

Full disclosure. We're a staffing company. We benefit when you hire through us. We wrote the "not right for" list anyway, because placing a wrong-fit client wastes their time and ours.

Right Fit for This

  • US companies paying $85K–$185K+ a year on roles that don't require US citizenship or physical presence
  • You've run traditional offshore before and the time zone gap has slowed your team down
  • You need a placed, long-term staff member, not a one-project freelancer
  • Companies between $5M and $200M in revenue looking to scale without adding to US payroll
  • You're not sure which Latin American country fits your role and want a recommendation, not a sales pitch

Probably Not Right

  • The role legally requires US citizenship, security clearance, or physical US presence
  • You're filling a one-time task. A freelance platform gets you there faster and cheaper.
  • Your company is under $3M in revenue placing one role a year. The overhead may not pay off yet.
  • You need someone starting tomorrow. Two to five days is fast. It isn't instant.

Before You Decide

At this stage the hiring manager usually asks a version of the same three questions. Which country should I even start with? Is the quality actually comparable? What happens if it doesn't work out?

How do I know which country is right for my role?
Short answer, it depends on the skill, not your budget alone. Software engineering at scale leans Colombia. Ongoing, collaborative roles where real-time overlap matters most often land in Costa Rica. Roles needing broader daily coverage sometimes fit Mexico's wider time zone range. We make the recommendation during the discovery call rather than defaulting you to whichever country we happen to have the most resumes in that week.
Will the quality match what I'd get from a US hire?
That depends heavily on how clearly the role is scoped before sourcing starts. We screen every candidate for English fluency, US workflow familiarity, and references from prior US-facing roles. These are mid-to-senior professionals, not entry-level candidates padding a resume.
What if the hire doesn't work out?
We source a replacement at no additional placement fee.
Is this actually cheaper than offshore once everything is factored in?
On the hourly rate alone, no. Nearshore rates across Latin America typically run higher than traditional offshore rates in South Asia. On total cost, once you factor in turnover, retraining, and delayed projects, the gap narrows or reverses. That's a different math problem than the one most procurement teams run first.
What does $0 upfront fees actually mean?
Nothing is charged until a candidate starts in the role. No retainer, no search deposit, no interview fee. Our fee activates on the hire start date, not before.

What People Ask Before Hiring in Latin America

The questions US companies ask most often before their first Latin America placement.

Which Latin American country should I hire from first?

It depends on the role more than the country. Colombia tends to have the deepest software engineering bench in the region. Costa Rica works well for roles needing tight, real-time collaboration with a Central or Eastern US team. Mexico can fit if you need broader coverage across time zones. We make a specific recommendation once we know the role.

How fast can I get candidates?

2 to 5 business days for most roles across all three countries. Highly specialized or senior roles, think principal engineers or niche compliance-adjacent finance roles, sometimes run a bit longer while we widen the search.

Do I need a local entity in Costa Rica, Colombia, or Mexico to hire there?

No. We handle local compliance and payroll on our side so you don't have to set up a foreign entity just to hire one person.

Is the time zone overlap really that different from offshore?

Significantly. Traditional offshore destinations in South Asia run an 8 to 12 hour gap from US business hours, which forces async handoffs. Costa Rica, Colombia, and Mexico all sit within 0 to 3 hours of US time zones, so daily standups and same-day code review actually happen same-day.

What industries do you typically place into?

SaaS, e-commerce, healthcare operations, financial services, and professional services firms make up most of our client base. If your business needs technical or operational capacity and doesn't require an on-site US presence, this usually fits.

Is Latin America staffing the same as Business Process Outsourcing?

Not exactly. Staffing places a dedicated hire who works inside your team under your direction. BPO hands off an entire function for us to manage end to end. Most clients start with staffing and some move into a BPO arrangement later. See our BPO Solutions page for that comparison.
