Offshore Recruiting

Offshore Recruiting That Starts With a Shortlist, Not a Job Posting

Most offshore recruiting still runs on the same job-board cycle as a domestic search, post the role, wait, screen whoever applies. Kore BPO works from an active Hyderabad, India candidate pipeline instead, so sourcing and screening are already done before your role opens.

Offshore recruiting is the sourcing, screening, interviewing, and delivery of pre-vetted candidates from a distant, lower-cost country for a US employer. Kore BPO runs this out of our own Hyderabad, India office, drawing from an active talent pipeline instead of a cold job posting, which is why most clients see a first shortlist in 2–5 business days against SHRM’s 2024 benchmark of 44 days for the average US technical hire.

The Questions Every Hiring Manager Asks First

Who is actually vetting these candidates before a resume lands in my inbox? What happens to the working relationship once someone signs? And is this any different from posting the role on a freelance marketplace and hoping for the best? Those questions come up on nearly every intake call, usually in that order.

Fair questions, and worth answering directly instead of dodging them. A lot of offshore recruiters hand off a candidate the moment a contract is signed, then disappear. We don’t work that way, because recruiting and compliant employment sit under one roof here, not two vendors you have to reconcile if something goes wrong three months in.

If you’re still deciding between offshore and nearshore models before picking a recruiting partner, our nearshore recruiting page covers the Costa Rica side of that decision. If you already know offshore fits and want the full employment and compliance picture beyond just recruiting, see our offshore staffing agency page. Keep reading if you specifically want to know how the sourcing and screening process itself works.

How Offshore Recruiting Works at Kore BPO

Four steps, same order every time, whether the seat is a junior support role or a senior backend engineer.

1

Role Intake Call

A 20 to 30 minute call to nail down actual requirements, must-have skills, and team fit, not a generic job description.

2

Pipeline Match & Sourcing

We check our active Hyderabad candidate pool first. If nothing fits cleanly, we open a targeted search rather than forcing a near-miss.

3

Screening & Technical Verification

English fluency, live technical or skills testing, and reference checks specific to the role, completed before you ever see a profile.

4

Shortlist Delivery & Onboarding

You interview 2 to 4 finalists directly. Once you pick one, we handle the employment contract and payroll setup before day one.

A Live Talent Pool Beats a Fresh Job Posting

There’s a common assumption that a fast shortlist means somebody cut a corner. Usually it just means the recruiter wasn’t starting from zero.

A cold search runs a fixed loop, post the role, wait for applicants, screen the pile, repeat if the pile’s thin. Pin’s 2026 recruiting data puts average US time-to-fill at 44 days on that loop. Our Hyderabad office keeps candidates screened across engineering, data, finance, and operations roles on a rolling basis, so most searches aren’t starting cold. Senior or highly specialized roles, think niche cloud architects or actuarial finance talent, still run closer to 8 to 10 business days. We’ll say that upfront instead of promising 2 days and missing it.

Full disclosure, we’re a recruiting company and the active-pipeline story is convenient for us to tell. It holds up in practice because a stale pipeline produces weak shortlists, and weak shortlists cost us the next contract.

A Resume Says What Someone Claims. A Screen Call Tells You the Rest

It happens more than hiring managers expect. A resume looks strong on paper, the interview gets scheduled, and ten minutes in it’s clear the candidate can’t hold a real-time technical conversation in English. Our screening layer exists to catch that before it wastes your calendar.

Every candidate goes through a live English fluency and communication check, role-specific technical verification, and reference checks against actual prior work with US teams, not a written test that’s easy to game. LinkedIn’s 2024 Workforce Report found skills verification, not resume keywords, is what hiring managers say they trust least in the candidates they receive. That’s exactly the gap this closes before a name reaches you.

One client hiring a senior QA lead last year almost passed on the first candidate we sent, the resume undersold her badly. The screen call is what caught it. She started four weeks later and is still on the account.

Recruiting Without Compliant Employment Is Half a Solution

Plenty of offshore recruiters will find you a strong candidate and leave the employment arrangement for you to figure out. That’s where most of the actual risk sits, not in the sourcing.

The U.S. Department of Labor’s Wage and Hour Division recovered more than $1 billion in back wages between January 2021 and September 2024, a large share tied to worker misclassification. A full-time offshore hire on a recurring contractor arrangement, working set hours for one company only, tends to look a lot like an employee to a regulator. Not the kind of thing you want to discover after the fact.

Kore BPO holds the local employment relationship in India directly. Once a candidate is placed, payroll, statutory benefits, and tax withholding run on our end under Indian labor law. Recruiting and compliant employment come from the same contract here, not two vendors you have to keep in sync.

Offshore Recruiting vs. the Other Ways to Fill the Role

The hourly rate on a job board is never the whole cost. Here’s what each path actually runs once sourcing time and risk get factored in.

Who Offshore Recruiting Fits, and Who It Does Not

Naming the second list costs us leads. We’re keeping it anyway. A wrong-fit placement is a bad outcome for both sides.

Good Fit for This

  • You’re hiring for an ongoing role, not a one-time project with a clean handoff
  • Your internal recruiting pipeline for this role type is thin or slow
  • You need the seat filled inside a few weeks, not a few months
  • You want compliant employment bundled with the search, not a separate problem after
  • The role sits in IT, data, finance, customer service, or operations

Probably Not Right

  • You need one small task done once, a freelance platform is faster
  • The role legally requires US citizenship or physical presence
  • Real-time overlap during your working hours matters more than cost, nearshore fits better
  • You need someone starting within 24 hours, 2–5 days is fast, not instant

What Hiring Managers Push Back On First

Doesn’t a 2 to 5 day shortlist mean the vetting gets rushed?
No, the vetting already happened before the role opened. Candidates in our active pipeline went through English screening, technical verification, and reference checks on a rolling basis, not in a scramble to hit your deadline. Senior or niche technical roles still take 8 to 10 business days for that same reason.
What’s the time zone overlap actually like with India?
Limited real-time overlap with US business hours, usually a few hours at the start or end of the day depending on region. Most clients handle this with async workflows and one or two shared meeting windows. If constant real-time overlap matters more than cost, our nearshore recruiting option out of Costa Rica is the better fit.
What’s the actual cost, and when do I pay it?
Nothing upfront. You pay once a candidate you select starts in the role. Cost varies by role and seniority, but clients typically land 60–70% below an equivalent US hire, all in. Full rate ranges by role and country are on our pricing page.
What happens if the first candidate doesn’t work out?
We source a free replacement. No new placement fee, no restarting the contract from scratch. Message your account contact and a new search starts the same week.

Offshore Recruiting Questions We Hear Most

Pulled from real intake calls, not a generic list.

What is offshore recruiting exactly?

Offshore recruiting is the sourcing, screening, and delivery of pre-vetted candidates from a distant, lower-cost country for a US employer. Kore BPO runs it from an active Hyderabad pipeline, which is why most searches start with a shortlist instead of a job posting.

How is offshore recruiting different from an offshore staffing agency?

They overlap, but recruiting is specifically the sourcing and screening step. An offshore staffing agency covers that plus the ongoing compliant employment relationship after placement. Kore BPO handles both under one contract.

How fast can I actually expect candidates?

2 to 5 business days for most roles, drawing from our active pipeline instead of a cold search. Senior or highly specialized technical roles run closer to 8 to 10 business days, and we’ll say so upfront rather than promise a number we can’t hit.

What roles do you recruit for offshore?

IT and engineering, data and analytics, finance and accounting, customer service, and administrative and operations support. Ongoing, collaborative roles fit best, one-off project work usually doesn’t need this model.

Do you only recruit from India?

Hyderabad, India is our primary hub and where we keep a physical office and talent team. If real-time overlap with US working hours matters more for a given role, our nearshore recruiting pipeline in Costa Rica may fit better.

Am I locked in if the hire doesn’t work out?

No. We run a free replacement search, and you’re not paying a second placement fee to fix a mismatch we’re responsible for finding in the first place.
